Counters are the AoE2 bonus-damage relationship: a unit counters another when it deals bonus damage against one of that unit's armour classes (Halberdier vs cavalry, Skirmisher vs archers). Tier reflects how much bonus damage lands. Generic stat advantages, kiting and terrain aren't modelled.
